Either by sea or by land, Captain Dowd has the ability to solve most transportation dilemmas. Captain Dowd combines nearly 24 years of shipboard experience on the seas with his appointment as Director of Transportation for the Commonwealth of Massachusetts for a rich background in most transportation scenarios.

For nearly 23 years, Captain Dowd was a commanding officer for the Transoceanic Cable Ship Company in multiple U.S. and foreign locations. His responsibilities encompassed all aspects of operations, from training and safety to project scheduling and procurement and installations. His broad knowledge spans international regulations as well as the actual construction of vessels.  Singapore, France, England, Venezuela and several other South American countries reflect Captain Dowd’s international relations.

Captain Dowd’s ground transportation experience covers buses, multi-passenger vans, chair cars and ambulances. Some of the scenarios he’s previously examined include failures in vehicle markings, dangers associated with vehicle failures, and failures in boarding and discharge.  Captain Dowd’s professional credentials and training and certifications are impressive.
