David has over 15 years of licensed experience as owner, operator, manager, and agent for vessels on the Pacific Rim. Through his experience he is familiar with all aspects of seagoing and shore-side operations as well as regulatory interfaces.

David is the owner of two marine enterprises and responsible for all aspects of operation including management, staffing, and scheduling. As the owner of the US Flag tugboat MV ANNE CARLANDER, an international marine barge towing operation, he is familiar with the pertinent Canadian and United States regulations. David’s experience as owner of Gig Harbor Rent-A-Boat, LLC, a successful charter and rental service, involves chartering and renting powerboats and small crafts to the public; this includes instruction in safety, seamanship, and small boat handling.

David holds a variety of licenses and certifications in marine safety and accident investigation. He is a graduate of the California Maritime Academy and holds a current USCG Master of Towing Oceans endorsement.
