Expert Witness Biography
Bill has over 30 years experience in large-scale engineering, construction, and real estate development projects. For more than 25 years, he has focused on land development, engineering and land planning. He provides expert analysis in land acquisition, strategic planning, entitlements, design program management, and heavy/civil construction/site development issues including: construction defects, construction site safety and construction contracting.
He has specialized expertise in the planning, design and construction of large-scale master-planned communities, and in environmental and construction issues including: wetland mitigation; grading and mass earthwork; water, sewer and drainage pipelines; storm water management systems and manmade retention/detention water bodies; roadway, pedestrian and bicycle facilities; golf courses, aquatic and athletic facilities; blasting and construction vibration; erosion control and construction safety.
Bill’s areas of project management experience include constructability reviews, Critical Path Method scheduling, cost estimating, value engineering, securing regulatory permits and land use approvals, evaluating delay claims, dispute resolution, and change order analysis. Prior to joining Robson Forensic, Bill directed design and development programs at such acclaimed, high profile, and large-scale communities as Sun City Hilton Head and Weston, Florida.
Bill is a licensed professional engineer in Alabama, Connecticut, Florida, Georgia, Iowa, Maryland, Michigan, Nevada, New Mexico, New York, North Carolina, South Carolina, Texas, and Virginia. He is a member of numerous professional associations including the American Society of Civil Engineers (ASCE), the National Society of Professional Engineers (NSPE), and the Urban Land Institute (ULI). He has also served on several city and county appointed boards.
