David Gardner is a civil engineer with more than twenty-five years of professional experience. He provides investigations, reports, and testimony in matters involving construction claims and injuries. David's project experience crosses various disciplines within civil engineering, including heavy highway and bridge, municipal engineering, and compressor stations/site work for the natural gas industry.

David has hands-on experience in the design and construction of residential, commercial, and municipal projects. He worked at every level within the industry, from Job Engineer to Project Manager, and has likely done the work relevant to your case. His experience working as a construction manager, general contractor, and as a subcontractor provides valuable insight regarding the responsibilities of each party as it relates to construction quality, safety, and means and methods.

David has extensive experience building and maintaining roadway systems. As a Construction Supervisor on large-scale roadway, bridge, and tunnel projects, David was responsible for project construction, construction safety, safety of the traveling public, project scheduling, and maintenance and protection of traffic operations. His experience with roadway systems was further developed as a Municipal Director of Engineering and Planning, where he developed and implemented annual roadway repair and maintenance programs.

  • Monitored and maintained project CPM schedules on various large-scale highway construction project; and performed time impact analyses when necessary.

Natural Gas Industry Experience

  • Initially worked an engineer liaison between the industry and governmental entity/municipality/landowner. Addressed public relations issues and problem resolutions.
  • Assisted land agents and company management in selection and development of land areas to be use as pads for both piping and construction of compressor stations.
  • Engineered and acquired land use permits, roadway encroachment permits and road crossing permits. Permits were acquired on municipal and state levels.
  • Engineered, developed and constructed 5 acre to 20 acre sites for large-scale natural gas and electrical powered compressor stations.

    • Inspection of stormwater piping, structures, and related appurtenances.
    • Inspection of E&S matters and stormwater runoff issues.
    • Experience in proper site grading procedures to address stormwater runoff issues; both in residential and commercial developments/applications.
    • Assisted State and County agencies in the development and updating of environmental codes and compliance requirements.

Permit Engineering Experience

  • Submission and acquisition of roadway encroachment, crossing and/or trenching permits for various PennDOT Districts.
  • Submission and acquisition of PennDOT Highway Occupancy Permits for residential and commercial development projects.
  • Submission and issuance of ‘Hot Work’ permits for subcontractor work on compressor station project in the natural gas industry.

Residential Housing & Deck Construction Experience

  • Experience in survey/layout of foundations and basements.
  • Experience in all facets of roof construction, including but not limited to:
    • Installation of roof trusses.
    • Installation of roof sheathing, weatherproofing membrane and insulation.
    • Installation of both asphalt and slate shingles.
    • Installation of rain gutters and leaders.
  • Experience in general framing of single story and multi-story homes, and framing/installation of associated windows and doors.
  • Experience in installation of vinyl, wood, and cement-board siding; and associated weatherproofing membrane.
  • Experience in all facets, types, and shapes of residential decks; including but not limited to:
    • Full-scale design of deck support structure, decking and railing/seating.
    • Issuance of municipal permits for subject decks.
    • Inspection of deck(s) and deck support structure(s).
    • Framing and construction of all types, sizes, and shapes of decks.
