Thomas G. Kilko, Jr., Civil Engineer & Construction Safety Expert

Tom Kilko is a Civil Engineer with 25 years of professional construction and engineering experience. His project experience has ranged from Project Engineer, Project Manager, and Site Supervisor to Public Works Director and Director of Development & Construction on commercial, residential, municipal, and institutional projects. Tom applies his expertise to forensic casework involving construction defects, claims, and injuries.

As a Construction Manager and Professional Engineer, Tom has directly managed all aspects of the construction process from site clearing through building turnover, including being responsible for the project budget, schedule, quality, and worksite safety. He has additional experience in land development, including planning, stormwater management, and erosion & sedimentation control. Tom has broad experience in construction and development including Design-Bid-Build and Design-Build project delivery methods. In his most recent role, Tom managed permitting for new construction projects and managed $58M+ of new construction and conversion projects as an owner representative.

He has also served as a municipal Public Works Director/Engineer, with responsibility for 100 miles of roads, 250 acres of park land, and the facility maintenance needs of buildings and capital improvement projects. He has experience in both publicly and privately funded projects. Tom’s career in construction management and civil engineering has been remarkably diverse, and that experience is brought to bear in his forensic investigations.

Tom is a licensed Professional Engineer in Pennsylvania. He earned his B.S. in Civil Engineering at Drexel University. Tom has completed the OSHA 30-hour training program.
