Dr. Stephen Arhin, P.E., is a Civil Engineer with nearly 30 years of professional experience in design and analysis in highways, traffic safety, and site/civil engineering. His background includes design, construction management, and analysis of signalized/unsignalized intersections, roundabouts, bicycle lanes and bike paths, crosswalks, and compliance with federal safety standards. Dr. Arhin applies his expertise to forensic casework involving civil engineering, traffic operations and safety, vehicle/pedestrian/bicycle collisions, and roadway/intersection design as they relate to crash incidents.

For more than 25 years, Dr. Arhin worked as a civil engineering faculty member and a research principal investigator at Howard University, teaching traffic and transportation engineering courses. During this time, he was an independent traffic engineering consultant for several private firms and government agencies, particularly for DC Department of Transportation (DDOT), Maryland State Highway Administration, and Maryland Transportation Authority.

In addition, Dr. Arhin worked on broad traffic and transportation engineering operations and safety research projects, and other roadway projects that included signal warrant analyses, signal timing, crash data analysis and mitigation, development and review of traffic control plans, traffic data collection and analyses, commercial motor vehicles, roadway user safely (motorists, pedestrians and bicyclists), annual seatbelt compliance analysis for DC, and safety evaluation projects. For more than 20 years, he supported DDOT’s Highway Safety Improvement and other Programs. Earlier in his career, he worked as Geotechnical Engineer in Ghana and joined Michael Baker Engineers as a Traffic Engineer, where he undertook several projects involving traffic signal design, signal timing and optimization, traffic data collection and analysis, roadway capacity analysis, among others.

Dr. Stephen Arhin is a registered Professional Engineer in multiple states and the District of Columbia. He earned his Bachelor of Science degree in Civil and Environmental Engineering at the University (Kwame Nkrumah) of Science and Technology in Ghana, and his Master of Science degree from Howard University. He holds a Ph.D. degree from George Washington University. Dr. Arhin is also a certified Professional Traffic Operations Engineer (PTOE), and a registered Project Management Professional (PMP) in addition to being a Certified Research Administrator (CRA). He is a Fellow of the Institute of Transportation Engineers (ITE). Dr. Arhin is the current President of the DC Society of Professional Engineers.

I-95 Express Toll Lanes Northern Transition (I-95 ETL BN Extension to Bynum Road) – Sub to WSP (2019 – 2028): Responsible for the development of the MOT Plans for this project. My role was to develop and conduct reviews of the Maintenance of Traffic Plans developed for the Maryland State Highway Administration. The development and review of the plans were based on SHA’s standards as well as the MUTCD, AASHTO, etc.

Traffic Control Plan Implementation: 2017 Presidential Inauguration (DDOT):
Part of the team with DDOT that implemented the traffic control plan for the 2017 Presidential Inauguration (Prime: Sam Schwartz Engineering). Reviewed the impact of the traffic control plans on vehicular and pedestrian traffic within the limits of the project.

Rehabilitation of Oxon Run Trail (2016-2017; DDOT): As a sub-consultant to KCI and Associates; provided construction inspectors for the rehabilitation of Oxon Run Trail.

Kenilworth Avenue Northbound Pavement Rehabilitation (2016-2017; DDOT): Project Manager as a sub-consultant to Kumi Construction; provided inspectors for the pavement rehabilitation and oversaw the reviews of Traffic Control Plans for the work zones.

Citywide Paving in DC (2014 – 2018): – Consultant to KCI Engineers: Project Manager managed roadway milling and paving construction inspections (independent) and review of traffic control plans.

Highway Safety Improvement Program (2012 through 2013): Project Manager conducted intersection safety improvements for 13 locations as a consultant to DDOT; role included managing the intersection data collection, crash analysis, review of site conditions, operational analyses and the development of recommendations to improve safety. Benefit-cost analyses were also conducted regarding the recommended safety improvements provided.

Citywide Speed Nexus Data Collection and Analysis - DDOT (2013): This project involved 24-hour speed data collection and analysis for 300 existing and proposed speed camera locations for the DC Metropolitan Police Department; was a subcontractor to Parsons Brinckerhoff. Role was to deploy field technicians to install data collection equipment, manage the data download and analyses, and conduct QA/QC reviews on the data and reports submitted to the client.

MDTA Contract #AE2411-000-002 (2011) - Data Collection for the Hatem Bridge Automated Electronic Toll (AET) Conversion – Consultant to Jacobs Engineering: Project Manager conducted traffic data collection and analysis for the AET Conversion analysis in Maryland.

Traffic Study for Worcester County (2011) – Consultant to the RBA Group: Conducted traffic analysis for 25 intersections and 12 corridors using Synchro for Worcester County. The project involved the examination of various operational and safety improvement options at the intersections and on the corridors.

2030 Traffic Study for Charles County (2011) – Consultant to the RBA Group: Developed a Synchro Model for the County to analyze 38 intersections and 20 corridors of significant interest to the County. The traffic study involved data collection (volume and turning movement counts), the examination of various improvement options and determining the impacts of proposed future developments and conceptual designs for the horizon year.

  • Woodlawn Road Extension Traffic Study (Beaver, PA): Conducted traffic impact study and prepared final report for the development of the US Gypsum Plant in Aliquippa and the new Beaver Jailhouse with the extension of Woodlawn Road.
